EncodingToken	This class contains the possible encoding tokens that are used by encoding parsers/serializers
EncodingTokenizer	This class tokenizes the incoming XML-based stream of generic encoding into a stream of structural tokens.
EncodingTokenWriter	Marshalls the input EncodingTokens into a MessagePart object.
